Four criteria drive every recommendation, so the sequencing is defensible.

Regulatory urgency surfaces mandatory actions first, particularly where jurisdictions impose prescriptive duties. Expected impact is evidence-rated by likely return on the maturity score. Control feasibility prioritises higher-order controls over lower-order ones where both are available. Time-to-effect lets quick wins build momentum while structural changes proceed in parallel.
